Troughing:

The low point in the flow of a river during the snow-melt; regardless of whether the trend-line is moving up or down. 

For instance:

As of today, 5/11/12; the Truckee River along West River to Prosser Creek is "troughing" at 275 cfs between 2-4 PM. It is "peaking" at 340 cfs. So the useful info would be to fish the water when the flows are the lowest and the warmest....we're still into mid-spring conditions.
